On May 2, S&C financial services lawyers Eric Kadel and Jamie Earl participated in the American Conference Institute’s 12th Annual Flagship Conference on Economic Sanctions Enforcement and Compliance in Washington, D.C. S&C sponsored the premier event for senior executives and practitioners in the field, which brought together leading experts in the areas of global sanctions compliance, internal audits and investigations, international trade, banking, insurance, forensic accounting and white-collar crime including both private sector and government representatives.
Eric moderated a panel on May 2 titled “Focus on Russia: Mastering the Challenges of Implementing of Russia Primary and Secondary Sanctions.” Jamie, who recently joined the Firm from OFAC’s counsel’s office, spoke on a panel on the same day titled “Implementing Complex Scenarios for the 50% Rule and Other Questions on Russia Sanctions.”

Eric Kadel is engaged in a wide variety of corporate, transactional and regulatory matters. He is a member of S&C’s Corporate and Finance, Financial Services, Investment Management, Cybersecurity, and Commodities, Futures and Derivatives groups. He counsels and represents clients on questions about U.S. economic sanctions, including those administered by OFAC, United States antiboycott requirements under the Export Administration Regulations administered and enforced by the Commerce Department’s Office of Antiboycott Compliance within the Bureau of Industry and Security, Bank Secrecy Act/anti-money laundering laws and the U.S. Foreign Corrupt Practices Act. |
Jamie Earl is a member of the Firm’s Financial Services Group and focuses his practice on economic sanctions and financial crime, with a particular emphasis on authorities administered by OFAC and national security matters, including U.S. primary and secondary economic sanctions, and anti-money laundering. Jamie joined the Firm from the U.S. Department of the Treasury, where he served for nine years in legal and policy roles with the Office of the Chief Counsel (Foreign Assets Control) and OFAC. In five years with OFAC Counsel’s office, Jamie provided advice, counseling, and legal review on issues related to OFAC sanctions with respect to Iran, WMD proliferation, transnational criminal organizations, malicious cyber-enabled activities, and the Western Balkans, including policy, licensing, enforcement, and regulatory matters. |
Elizabeth Davy is a partner in the Financial Services and Financial Services Litigation and Investigations groups and is co-head of the Economic Sanctions and Financial Crime Group. Her practice focuses on bank regulation and supervision, regulatory enforcement matters and internal investigations. Elizabeth is widely recognized as a leading expert in the areas of anti-money laundering and OFAC sanctions compliance and enforcement. Adam Szubin is a member of S&C’s Financial Services Group and focuses his practice on financial services and national security, with particular emphasis on economic sanctions, export controls, money laundering and counter terrorism. Prior to joining Sullivan & Cromwell, Adam served for two years as Acting Treasury Department Under Secretary for Terrorism and Financial Intelligence. During his nearly 13 year tenure at the Treasury, he served as the Director of OFAC for nine years and Senior Advisor to the Under Secretary for Terrorism and Financial Intelligence. |
