S&C financial services lawyer Tom Baxter has co-authored a chapter in First Responders, a new book on the 2007-2009 global financial crisis. The book, edited by former chairman of the Federal Reserve Ben Bernanke as well as former Treasury secretaries Timothy Geithner and Henry Paulson, offers insights into the choices made by policymakers at each step of the crisis.
Tom’s chapter, “The Legal Authorities Framing the Government’s Response,” draws on his experience as general counsel and executive vice president of the Federal Reserve Bank of New York during the crisis years. In this role, Tom was one of the primary designers of the historic liquidity programs developed by the Federal Reserve, and he was also a leading legal architect of the AIG and Bear Stearns rescues. Tom co-authored the chapter with Scott Alvarez and Robert Hoyt, who served during the crisis years as general counsel of the Federal Reserve Board and general counsel of the Department of the Treasury, respectively.
