Rodge noted that each of the 23 banks tested passed easily, even under the Fed's worst-case scenario. “It's a remarkable demonstration of the strength and resilience of the banking system,” Rodge said. The positive test results will lift restrictions on dividends and share buybacks, although Rodge said implicit restrictions arising from “informal guidance” will likely continue to affect banks' behavior.
