On August 31, Tax Notes published an article by Mr. Taylor titled “Is the Real Estate Investment and Jobs Act a Good Idea?” In the article, Mr. Taylor discusses the House and Senate versions of the Real Estate Investment and Jobs Act of 2015. The bills would loosen the rules on investments in U.S. real property made through U.S. real estate investment trusts, but Mr. Taylor argues that it would be better to simply repeal the Foreign Investment in Real Property Tax Act of 1980 and seek to equalize the treatment of investments in U.S. real property made by foreign persons directly, through partnerships, or through REITs.
