Jake Elghanayan Authors Article on Pension Padding for Albany Law Review

On January 21, Albany Law Review published an article by Mr. Elghanayan titled, “Curbing the Incentive for Pension Padding: Correcting the Employer Contribution Mismatch.” The article explores the disparity between how the pension of a public employee in New York State is calculated, which is by the last three years of employment, versus how the employer’s costs regarding the employee’s benefits are calculated, which is based on the employee’s total lifetime salary. Mr. Elghanayan proposes a new reform that would fix this mismatch by assessing employer contributions to the public retirement system on the same final three years’ salary that is used to calculate employee pension benefits.
