    Legislation Enacted Under the Congressional Review Act Invalidates CFPB Rule that Had Subjected “Larger” Providers of General-Use Digital Consumer Payment Applications to CFPB Supervision

    On May 11, 2025, President Trump signed into law a “joint resolution of disapproval” invalidating a rule finalized by the Consumer Financial Protection Bureau (the “CFPB”) in November 2024 that had subjected larger participants in a newly defined market for “general-use digital consumer payment applications” to CFPB supervision. The resolution was adopted by Congress pursuant to the Congressional Review Act.
