On January 20, 2025, President Donald J. Trump issued an Executive Order declaring international drug cartels and other transnational criminal organizations unique and extraordinary threats to U.S. national security and directing the U.S. Secretary of State to recommend within 14 days whether to designate any such organizations as Foreign Terrorist Organizations or Specially Designated Global Terrorists. The Order declares a national emergency to address these threats. When implemented, the Order could carry major implications for the corporate enforcement landscape and for the compliance programs of financial institutions and other companies.
