If reliance on renewable energy is to be a key component of the energy transition in the United States, investment in electric transmission infrastructure must be significantly increased. The attached memo highlights certain existing authorities that the federal government could use to bolster grid expansion and support transmission development, and also suggests additional legislative and regulatory reforms for consideration.
