Federalist Society Teleforum Panel

On March 18, Mr. Williamson took part in a Teleforum panel hosted by The Federalist Society, and released as a podcast, titled, “National Security, the U.N., and the Extraterritorial Application of Treaties,” that discussed recently disclosed memoranda, written by Harold Koh when he was State Department Legal Adviser, urging extraterritorial application of the International Covenant on Civil and Political Rights (ICCPR) and the Convention Against Torture. The panelists explored the differences between where the United States and the United Nations stand on the ICCPR, and the potential implications of these differences on the fight against terrorists and intelligence gathering.
