Mr. Sacks spoke at the Practising Law Institute’s Broadband and Cable Industry Law 2010 program on the panel, “Antitrust Issues in Communications Policy.” His panel discussed whether ILECs and broadband providers control essential facilities, if programming should be offered on an a la carte basis to distributors and/or to retail consumers and how the DOJ and the FCC should approach media industry mergers.
