Carla Hine is a partner in Sullivan & Cromwell’s Litigation Group and a member of the Antitrust Group. Her practice focuses on complex merger reviews, joint ventures, Hart-Scott-Rodino Act compliance and regulatory counseling on antitrust issues. She represents clients before the Federal Trade Commission, the Antitrust Division of the U.S. Department of Justice and state attorneys general.
A versatile antitrust practitioner, Carla has significant experience representing clients in investigations, agency advocacy and administrative litigation, including Part III proceedings before the FTC. She advises on a broad range of antitrust issues, including information-sharing practices, interlocking directorate restrictions, competitor collaborations, trade association participation and distribution arrangements. Her experience spans a wide range of sectors, including private equity, consumer and retail, life sciences and healthcare, pharmaceuticals, energy, defense, construction, oil and gas exploration, veterinary services and sports.
Carla is an active and longstanding leader in the Antitrust Section of the American Bar Association. She currently serves as Co-Chair of Committee Operations, has been nominated to the Council for 2026-2029, and previously served as Co-Chair of the Mergers & Acquisitions Committee and Vice-Chair of the Federal Civil Enforcement Committee. She has been recognized as a leading antitrust practitioner by The Legal 500 and Washington, D.C. Super Lawyers.
