WASHINGTON, D.C. (JULY 27, 2026) – Sullivan & Cromwell LLP announced today that Jack Congdon has joined the Firm as a partner in its Antitrust Practice, resident in the Washington, D.C. office. Mr. Congdon returns to Sullivan & Cromwell following more than five years as a trial attorney in the U.S. Department of Justice’s Antitrust Division, where he litigated some of the government’s most significant antitrust enforcement matters.
Mr. Congdon has extensive experience representing clients in complex antitrust litigation, merger reviews and government investigations. At the DOJ, he served as trial counsel in a number of high-profile antitrust matters, including United States v. American Airlines et al., the Division’s successful challenge of the Northeast Alliance joint venture between American Airlines and JetBlue. Mr. Congdon also served as the lead trial attorney for the Division in a Section 1 action against the National Collegiate Athletic Association that resulted in a consent decree and final judgment enjoining its transfer eligibility rules and was trial counsel in a recent Section 1 information-exchange case resulting in a landmark consent decree. He was also trial counsel in multiple merger enforcement actions and led significant merger investigations across a range of industries, including the sports, transportation, technology and media sectors, among others.

Before joining the DOJ in 2021, Mr. Congdon was an associate in Sullivan & Cromwell’s Washington, D.C. office, where he advised clients on merger reviews before the DOJ and FTC and represented companies in complex antitrust and commercial litigation. His practice also included securities, financial services and products liability matters.

Mr. Congdon received his J.D., with honors, from Georgetown University Law Center, where he was an Articles Editor of the Georgetown Law Journal and graduated in the top 10% of his class. He earned his B.A. from the University of Maryland.
