NEW YORK (FEBRUARY 2, 2026) – Sullivan & Cromwell LLP announced today that Zachary K. Goldman has rejoined the firm as a partner in its Financial Services and National Security Groups, resident in its New York office. Mr. Goldman previously practiced at S&C as an associate and returns with extensive experience advising financial institutions and technology companies on financial sanctions, anti-money laundering (AML), cryptocurrency and blockchain regulation, and complex regulatory and enforcement matters.

Mr. Goldman previously served as a policy advisor at the U.S. Department of the Treasury’s Office of Terrorist Financing and Financial Crimes and in the Office of the Chairman of the Joint Chiefs of Staff at the Department of Defense. He has held academic leadership roles as Adjunct Professor of Law at NYU School of Law, Executive Director of the NYU Center on Law and Security, and co-founder of the NYU Center for Cybersecurity, where he created and taught programs focused on cybersecurity, sanctions and national security law. Mr. Goldman has testified before Congress and foreign parliaments, and published widely on sanctions, AML, digital assets and intelligence oversight.
Mr. Goldman has represented clients before the U.S. Department of Justice, the U.S. Securities and Exchange Commission, the Office of Foreign Assets Control, the Financial Crimes Enforcement Network, and the New York State Department of Financial Services, among other U.S. and foreign authorities. He has led major cross-border investigations relating to sanctions, AML, the FCPA and other economic crime issues.

Mr. Goldman earned his J.D. from New York University School of Law, an M.S. in International Relations with honors from the London School of Economics and an A.B. in History, magna cum laude, from Harvard College. He is a member of the New York Bar.
